Select Course management>Customisation>Teaching style and set SELECT MENU STYLE to required colour, you can use a hex code.

To add a banner image to the dashboard select Dashboard>Page Banner and add an image- wide and thin works well on desktop screens, the one below is a 33Kb jpg 1516px wide and 182px high.
